The lottery game itself is not won or lost by anyone; rather, it is won by whoever is drawn next in line. Although some governments prohibit lottery, most states regulate it to the point of providing it as a public event. It is also common to find some level of regulation over lottery laws in almost all countries.
The lottery has been a topic of satire in many books and movies. In one popular story, a Chinese man won the lottery but was tricked into paying taxes on his winnings. Another old man said that the most important factor in life was to buy a lottery ticket because a single ticket would let you sleep easy at night and buy a big meal. Many people who are genuinely interested in winning the lottery do not take these remarks to heart and try their best to get a big jackpot prize. There is no evidence that winning the lottery does help with money problems. Similarly, it does not mean that it is a good way to spend your time.
Old man Warner was a big fan of the lottery and regularly won it. One story tells how he used his winnings to buy his favorite brand of soda. A few years later, he stood next to President Wilson in the White House drinking out of a taxicab. This, as many Americans believe, is why Old Man Warner was so great. No one can really explain why he was so great, but one has to agree that he did have a sense of humor and enjoyed some good wine and movies.
