The origins of the word lottery are unclear. The Dutch word lotier may have been borrowed from the Middle French word loterie or calqued on to the Middle Dutch word lotinge. Either way, it has many meanings and is rooted in the history of the lottery. The earliest state-sponsored lotteries were held in Flanders during the 15th century. In England, the first state lottery was held in 1569, two years after advertisements for it had been published.

The first known lotteries offered money prizes in the form of tickets. In the Low Countries, towns held public lotteries to raise funds for fortifications and the poor. There are some indications that these lotteries were older, however. One such town’s record from 9 May 1445 records a lottery of 4,304 tickets to raise money for walls and fortifications. Today’s dollar amounts for these prizes are roughly equivalent to US$170,000.
